What is
Rancho San Pedro?
The Rancho San Pedro site is a 478-unit public housing community located in the San Pedro area of Los Angeles.
Home to hundreds of families and spanning 21 acres, The Rancho San Pedro site sits between the Barton Hill neighborhood to the north, and Downtown San Pedro to the south. The Port of Los Angeles, on the east, is visible from virtual every vantage point.
Initially constructed in 1942 and expanded in 1951, Rancho San Pedro was built to house Department of Defense workers following World War II. The property was transferred and converted to public housing by the Housing Authority of the City of Los Angeles (HACLA) in 1952.
At nearly 70 to 80 years old, the buildings and systems at Rancho San Pedro have reached the end of their useful life. In 2015, HACLA, in cooperation with Los Angeles City Council District 15 and the Mayor’s Office of Economic Development, commissioned a feasibility study to determine the Highest and Best Use and Development Potential of the site.
The study concluded that replacing and expanding the available housing – both affordable as well as market-rate– would be the Highest and Best use of the public property. The property’s location, size, and redevelopment potential also offer the chance to include additional community benefits, which have been identified in the San Pedro Community Plan.
Human Capital
Residents are the heart and soul of every community. Providing them with the supports to achieve their own personal goals and dreams is the purpose of the Human Capital Plan, which will be carried out in tandem with the physical redevelopment program for Rancho San Pedro.
Feeling good, both physically and mentally, is an essential underpinning of personal well-being and supporting positive engagement both socially and economically; HEALTHY BODIES focuses on creating a culture of wellness that meets residents where they are and provides them with the resources to address their health needs.

The Neighborhood
Interwoven with the redevelopment plan for Rancho San Pedro, complimentary neighborhood investments are intended to connect the new One San Pedro seamlessly into the larger community.
Using the San Pedro Community Plan’s street typologies (neighborhood green street, major corridors, downtown core streets), enhancements to the existing street network are aligned with the features of found with each typology.
ENHANCED ACCESS
Enhanced access to community services and facilities-Signs and wayfinding to key assets, benches and ADA crosswalk improvements
ENHANCED SAFETY
Enhanced safety for children to learn and grow – kid-friendly crosswalks, traffic calming and school zone signs, signs and wayfinding to schools and youth-focused destinations
ENHANCED FEATURES
Enhanced features that promote a healthy and active lifestyle – signs and wayfinding for “Walk Loops”, enhanced sidewalks with health-related sidewalk prints, pedestrian scaled lighting and street furniture, public outdoor fitness equipment and new open spaces
ENHANCED ACCESS
Enhanced access to transit – bus stop improvements (real-time schedules, seating, lighting, shade, transit maps, trash cans), directional signage, bus-only lanes
Supporting and building upon the work of the San Pedro Business Improvement District and the San Pedro Chamber of Commerce, targeted investments are intended to reinforce the work of these organizations.
